Collision Trends:

After several years of decline, collision rates have climbed since 2023, increasing industry-wide by 24% between Q3 2023 and Q4 2024. However, there is a silver lining; severe collisions have decreased, with Level 1 collisions (highest severity) dropping by 6% and Level 2 collisions by 59%, thanks to technology and coaching interventions.

Risky Driving Behaviors:

The top risky behaviors remain following too closely, using handheld devices, speeding, and neglecting seat belts. While some behaviors, such as handheld device use, decreased by 9%, others, like speeding, saw a 9% increase.

Near Collisions:

Congestion has led to a 52% rise in near collisions when comparing Q4 2023 to Q4 2024.

Weather Impact:

Driving “too fast for conditions” was a major contributor to Level 1 incidents, with fog being especially hazardous, raising the likelihood of severe collisions by 2.8 times. Winter remains the riskiest season for driving.

Safer Roads Through Data and Technology

“Today’s fleets and drivers face rapidly changing risk environments,” shared Rajesh Rudraradhya, Lytx CTO. “To stay ahead, managers need real-time data insights and advanced tools to pinpoint and mitigate emerging risks.”

• 4% reduction in overall risky behaviors among equipped drivers in 2024.

Holidays and High-Risk Periods

Driving risks fluctuate across days and times:

• Tuesdays are the riskiest days, while Sundays are the safest.
• Collisions peak between 11 a.m. and 3 p.m., with 2 p.m. being the most dangerous time.
• Holidays, particularly New Year’s Eve, saw a 12% increase in collisions compared to regular days.

Each year, the CVSA hosts this campaign to help improve how people drive—not just through enforcement, but by encouraging meaningful conversations between drivers and officers and spreading education where it matters most. This year’s focus? Reckless driving.

As CVSA puts it, reckless driving includes any action behind the wheel that shows “willful or wanton disregard for the safety of persons or property.” That means speeding, texting while driving, tailgating, or getting behind the wheel under the influence could land drivers in trouble. Expect everything from warnings to full citations if you’re caught making risky choices behind the wheel.

Why This Week Matters

The numbers tell a sobering story. In 2023 alone, the National Highway Traffic Safety Administration (NHTSA) reported 40,901 traffic-related deaths in the U.S.—only a slight dip from 42,721 the year before. Canada saw 1,931 roadway fatalities in 2022, while Mexico reported a staggering 15,979 deaths that same year.

Operation Safe Driver Week is one way CVSA is working to improve those numbers. The initiative isn’t just about catching drivers in the act—it’s about preventing crashes from happening in the first place.

“Speeding accounts for nearly a third of all fatalities on our roads,” emphasized Deputy Administrator Sophie Shulman. “While speeding may seem like the quick and easy option to make up some time when you’re running late, it puts you, your loved ones, and everyone else on the road in danger. This summer, and all year round, NHTSA urges drivers to slow down so everyone can arrive safely at their destination.”

On July 8, Shulman was at Chicago’s Navy Pier alongside Teri Gage, superintendent of the Pullman National Historical Park; Ross Chastain, NASCAR Cup Series driver; and Matthew Hamon, a survivor of a speed-related accident that claimed the lives of two of his friends. The event also featured a recorded message from Xavier Worthy of the NFL’s Kansas City Chiefs. Together, they underscored the deadly risks of speeding and encouraged drivers to take it easy during the busy summer travel season.

Running until July 31, this campaign is backed by a $9.5 million national media investment, featuring ads in both English and Spanish across TV, radio, and digital platforms.

NHTSA shared statistics indicating a slight decline in fatalities from speed-related crashes in 2022, yet speeding was still a factor in 29% of all traffic deaths that year. In 2022, 12,151 lives were lost, and an estimated 300,595 people were injured in accidents involving speeding—a 3% and 9% decrease, respectively, from 2021 figures.

The U.S. Department of Transportation’s National Roadway Safety Strategy (NRSS) emphasizes the importance of safer speeds. Earlier this year, the Department released its 2024 Progress Report, which provides updates two years after the original NRSS was published on January 27, 2022. The report details the Department’s ongoing efforts to tackle serious and fatal road injuries, including those caused by speeding, and highlights the progress made under the NRSS framework in 2023.

Notable actions in 2023 include:

• $1.7 billion allocated to enhance roadway safety at local, regional, and tribal levels through the Safe Streets and Roads for All grant program, benefiting over 1,000 communities and covering nearly 70% of the U.S. population.

• Fast-tracked rulemakings for automatic emergency braking systems in new passenger and heavy vehicles, including commercial trucks.

• Issuance of advance notice for proposed impaired-driving prevention technology standards aimed at curbing behaviors such as alcohol-impaired driving.

• Updated key road safety regulations, including the new edition of the Manual on Uniform Traffic Control Devices and revised guidance encouraging states to improve safety for all road users through repaving and rehabilitation projects.

• Expanded support for the National Emergency Medical Services Information System, now accepting data from all 50 states, two territories, and the District of Columbia.

Over 160 organizations have joined as Allies in Action of the NRSS, including 36 state transportation agencies and safety offices. By raising awareness of the dangers of speeding and promoting safer driving behaviors, NHTSA hopes to make roads safer for everyone.

In Canada and the U.S., law enforcement officers conducted 11,448 traffic stops during the week, targeting both commercial motor vehicle drivers and passenger vehicle drivers engaging in unsafe behavior.

The officers issued a total of 4,494 tickets and 5,756 warnings to drivers of both types of vehicles. Specifically, commercial motor vehicle drivers received 2,634 tickets and 4,592 warnings, while passenger vehicle drivers received 1,860 tickets and 1,164 warnings.

One of the major violations identified during Operation Safe Driver Week was speeding, the primary focus of this year’s campaign. Truck drivers received the most warnings for this offense, and it was also the second most common reason for issuing tickets.

A total of 2,219 warnings and 2,024 citations were issued for speeding. Commercial motor vehicle drivers received 1,594 warnings and 731 tickets for speeding, while passenger vehicle drivers received 625 warnings and 1,293 citations.

Additionally, drivers were also warned or ticketed for “other state/local driver violations,” which accounted for the most tickets among commercial motor vehicle drivers and the second most among passenger vehicle drivers. These violations encompass issues like lack of registration certificate, no proof of insurance, size and weight violations, and defective equipment. Often, officers uncover these violations when pulling drivers over for another offense.

Failure to wear a seatbelt was another common unsafe behavior. A total of 512 warnings and 553 tickets were issued for this violation. Commercial vehicle drivers received 455 warnings and 467 tickets for not wearing their seatbelt.

Commercial motor vehicle drivers also received 156 warnings and 132 tickets for texting or using a handheld device while operating their vehicles.
