The enforcement covered areas of Interstate 17 from McGuireville to Flagstaff and Interstate 40 from Flagstaff to the Parks rest areas, as well as ports of entry in northern Arizona.

The ACVSP included officers from the Arizona Department of Public Safety (AZDPS) Commercial Vehicle Enforcement Bureau and the Arizona Department of Transportation (ADOT) Enforcement and Compliance Division. A total of 94 troopers, officers, deputies, and inspectors from AZDPS, ADOT, the Federal Motor Carrier Safety Administration, the Pinal County Sheriff’s Office, and the Buckeye Police Department participated in the operation. Additionally, 125 professionals from the Arizona Trucking Association observed the inspections.

ACVSP personnel also collaborated with Walmart in Flagstaff for a two-day “Share the Road” event to educate motorists on safe driving around large trucks.

Operation Roadcheck is an annual initiative led by the Commercial Vehicle Safety Alliance (CVSA), involving CVSA-certified inspectors from Canada, Mexico, and the U.S. who inspect commercial vehicles and drivers at various locations.

Although abstaining from prohibited substances during the event may seem like the best strategy, it is the DACH query that poses a challenge for some drivers.

Designed to enhance the tracking and enforcement of the U.S. Department of Transportation’s (DOT) drug and alcohol testing regulations, the DACH represents a significant advancement over previous systems. In the past, drivers who tested positive for controlled substances often navigated loopholes, evading repercussions such as CDL suspensions and mandated treatment. However, the implementation of the DACH has bolstered enforcement efforts, making it more challenging for drivers to circumvent the process. Carriers and consortiums are now mandated to report positive results to the DACH, ensuring a more comprehensive oversight of driver compliance.

Since its inception, the DACH has identified a substantial number of drivers with drug or alcohol-related violations, prompting closer scrutiny during inspections such as the 2024 CVSA International Roadcheck. During this event, inspectors will be vigilant in observing drivers for signs of impairment and examining vehicles for any presence of prohibited substances. Notably, the inspection will include a query of the DACH database to determine if a driver is in a prohibited status, with drivers found in such status being placed out of service.

While drivers are not required to be registered with the DACH so inspectors can access their information, registering offers several benefits. Registered drivers can view their own files and receive email notifications of any changes, such as positive drug screens. Additionally, registration grants drivers greater access to database information, making it a prudent step for all drivers, particularly in preparation for events like the International Roadcheck.

International Roadcheck is a comprehensive initiative involving high-visibility, high-volume inspections and regulatory compliance enforcement for commercial motor vehicles spanning three days across Canada, Mexico, and the United States.

CVSA-certified law enforcement personnel will conduct inspections at weigh/inspection stations, temporary sites, and through mobile patrols to ensure compliance with federal, state, provincial, or territorial regulations. The data collected during the 72-hour period will be analyzed, and the results will be disclosed in the summer.

Addressing the rising concern of controlled substance and alcohol possession and use among motor carriers and drivers, CVSA notes an increase in prohibited drivers listed in the U.S. Drug and Alcohol Clearinghouse. The latest monthly report indicates 158,330 drivers prohibited due to testing or violations, marking a 30% annual rise from December 2022.

CVSA aims to use this year’s Roadcheck as a reminder for motor carriers to establish and enforce strict policies against controlled substance and alcohol possession or use in the workplace. Additionally, U.S. motor carriers are encouraged to regularly check the Drug and Alcohol Clearinghouse to ensure their drivers are not in prohibited status.

Truck drivers are reminded to avoid alcohol or controlled substances while on duty, and inspectors are urged to be vigilant in detecting and addressing such violations during every inspection.

The focus on tractor protection systems during Roadcheck aims to raise awareness among drivers, motor carriers, technicians, and enforcement personnel about critical components, including the tractor protection valve, trailer supply valve, and anti-bleed back valve. CVSA provides an inspection bulletin to guide proactive assessment and maintenance of these components.

Inspectors will conduct the routine North American Standard Level I Inspection over the three days, comprising a thorough 37-step inspection of vehicle components and driver documentation. Vehicles passing this inspection without critical violations may receive a CVSA decal valid for three months.

In the case of out-of-service violations, the vehicle will be restricted from operating until all issues are addressed. Driver inspections will include checking operating credentials, hours-of-service documentation, Drug and Alcohol Clearinghouse status (in the U.S.), seat belt usage, and signs of alcohol or drug impairment. Drivers with out-of-service violations will be restricted from operating their vehicles.

In instances of inclement weather or other limitations, a Level II Walk-Around Driver/Vehicle Inspection or Level III Driver/Credential/Administrative Inspection may be conducted during International Roadcheck, though these are not eligible for a CVSA decal.

The results are in and are mostly positive with 94.5% of commercial vehicle drivers and 81% of vehicles inspected having no out-of-service violations. In fact, inspectors awarded over 20,000 CVSA decals to trucks and buses that passed without any critical vehicle inspection issues.

Not all vehicles were so fortunate, however. Approximately 19% of vehicles inspected had at least one out-of-service violation, totaling 11,270 vehicles. Similarly, 5.5% of drivers inspected were found with at least one out-of-service driver violation.

According to data from CVSA, the top five vehicle out-of-service violations were for:

• Brake systems – 4,412 violations
• Tires – 3,368 violations
• Defective service brakes – 2,468 violations
• Cargo Securement – 2,171 violations
• Lights – 2,015 violations

The International Roadcheck, an annual event that focuses on roadside inspections, highlighted two important areas in 2023: anti-lock braking systems (ABS) and cargo securement. During the 3-day event, inspectors found 2,975 violations related to cargo securement and 4,127 violations related to ABS.

In addition, there was a notable success in terms of seat belt usage. Only 1.6% of drivers inspected were found to not be wearing a seat belt, resulting in a total of 949 safety belt violations given during this year’s International Roadcheck.

As far as a head-to-head comparison by country, drivers in Canada fared slightly better than their American counterparts:

• Inspectors conducted 53,847 Level I, II and III Inspections. The vehicle out-of-service rate was 19.3%, and the driver out-of-service rate was 5.8%.
• Canadian Inspectors conducted 4,247 Level I, II and III Inspections. The vehicle out-of-service rate was 20.5%, and the driver out-of-service rate was 3.2%.

Overall, these numbers demonstrate the commitment to safety within the commercial motor vehicle industry. International Roadcheck is a crucial event to ensure road safety and prevent accidents related to vehicle and driver violations.

About International Roadcheck

The Commercial Vehicle Safety Alliance established the International Roadcheck program in 1988 to promote the safety of commercial motor vehicles and drivers. Every year, for 72 hours, CVSA-certified inspectors across North America conduct vehicle and driver inspections at weigh and inspection stations, designated inspection areas, and along roadways. This year’s inspection campaign particularly highlighted anti-lock braking systems and cargo securement.

If the inspector discovers any significant vehicle violations, the vehicle will be ordered out-of-service until the identified conditions have been corrected. Likewise, drivers who violate certain rules, such as lacking the necessary operating license or exhibiting signs of impairment, may be put out of service.
