According to FMCSA, these devices were moved to the Revoked Devices list because the providers “failed to meet the minimum requirements established in Title 49 CFR Appendix A to Subpart B of Part 395.”

The Latest ELDs Removed (Effective Oct. 17)

This isn’t an isolated move. FMCSA has been steadily purging noncompliant devices all year. Since January, multiple rounds of removals have hit carriers who weren’t paying close attention.

What Drivers and Carriers Are Required To Do

FMCSA is giving fleets 60 days to swap out any of the revoked devices. Here’s what they’re instructing carriers to do immediately:

1. Stop using the revoked ELD.
   Switch over to paper logs or logging software to stay compliant.
2. Install a registered replacement device by Dec. 16.
   Only devices still on FMCSA’s Registered Devices list are acceptable.

FMCSA also noted that inspectors should not issue violations for 395.8(a)(1) No record of duty status or 395.22(a) Failing to use a registered ELD before the deadline, as long as drivers can provide logs using paper, software, or the device display as a backup.

After Dec. 16, anyone still using these revoked units will be treated as operating with no ELD at all. FMCSA stated that drivers using the banned devices after that date should be cited under 395.8(a)(1) and placed out of service following Commercial Vehicle Safety Alliance CVSA rules.

Can These Devices Come Back?

FMCSA made it clear that if the providers fix their compliance issues, they’ll add the devices back to the Registered Devices list and notify the industry of the change. But the agency also added a warning. FMCSA said it strongly encourages motor carriers to act now to avoid compliance issues in the event that the deficiencies are not addressed by the ELD provider.

Why Were These ELDs Revoked?

Gorilla Fleet Safety later confirmed they had self-revoked the registrations for all eight devices in December, citing that the devices were unsupported legacy applications.

Next Steps for Carriers and Drivers

Drivers and carriers currently using any of these devices must replace them with compliant ELDs by July 11, 2025. Until then, FMCSA has provided the following guidance:

• Revert to paper logs or logging software to maintain accurate hours-of-service (HOS) records while making the transition.
• Inspectors are advised not to issue violations for “No record of duty status” or “Failing to use a registered ELD” before the replacement deadline. Instead, they may review paper logs, logging software, or data from the revoked ELD as backup documentation.

Consequences After July 11

After July 11, drivers and carriers who continue to use these revoked devices will face significant penalties:

• They will be considered as operating without an ELD, in violation of FMCSA guidelines (395.8(a)(1)).
• This can lead to out-of-service (OOS) orders as dictated by the Commercial Vehicle Safety Alliance (CVSA) criteria.

Will the Revoked Devices Return?

The FMCSA noted that the devices could be reinstated on its registered list if Gorilla Fleet Safety resolves the issues. However, the company’s statement regarding self-revocation indicates that updates are unlikely.

To remain compliant and avoid disruptions, motor carriers should act swiftly to transition to FMCSA-approved devices.

The following devices, effective as of December 11, are no longer certified as compliant ELDs by the FMCSA:

• Columbus ELD, model C-US

• MasterELD, model MELD02

• MasterELD, model MELD03

• MasterELD, model MELD04

The FMCSA has not disclosed the specific reasons for the decertification. However, the agency stated that the manufacturers of these devices failed to meet the minimum technical standards detailed in 49 CFR part 395, subpart B, appendix A, which outlines the functional requirements for ELDs. Updates to the story will include any further details provided by the manufacturers.

Motor Carriers Required to Act

The FMCSA is set to send out an industry-wide notification to inform affected motor carriers. Those currently utilizing any of these revoked ELDs must stop using the devices immediately. To remain compliant, carriers must switch to either paper logs or acceptable logging software to record hours-of-service (HOS) data. Additionally, carriers are required to replace these decertified ELDs with compliant devices from the FMCSA’s Registered ELDs List by February 9, 2025 (60 days from the effective date).

If these ELD manufacturers resolve the deficiencies identified by the FMCSA, the decertified devices will be reinstated. Should reinstatement occur, the FMCSA will provide an update to inform the industry.

Guidance for Law Enforcement

During the 60-day transitional period, FMCSA has advised safety officials not to cite drivers under 395.8(a)(1) (“No record of duty status”) or 395.22(a) (“Failing to use a registered ELD”) if they are found using one of these revoked ELDs. Instead, inspectors are instructed to request the driver’s paper logs or logging software as verification of hours-of-service compliance. Alternatively, enforcement personnel may review HOS data displayed on the ELD as a backup.
