Cambridge Mobile Telematics has launched a new platform that could make recent on-road driving performance a bigger part of how freight brokers evaluate carriers before assigning a load.

Freight Safety Intelligence uses telematics data from participating carriers to generate a carrier-level safety score based on the previous 90 days of driving. The system is designed to give brokers a more current view of driving behavior while allowing carriers to demonstrate their safety performance using data from their existing telematics systems.

Platform Looks Beyond Existing Safety Records

Freight brokers already have access to federal safety information when evaluating carriers, but CMT argues that those records do not always provide a current picture of how a fleet is performing on the road.

The company cited FMCSA data showing that 94% of interstate freight carriers do not have an FMCSA safety rating. CMT also said existing records can lag behind current driving behavior, creating a gap between historical information and a carrier’s more recent performance.

Freight Safety Intelligence is intended to add another source of information to that process by analyzing recent driving data before freight is assigned.

Carriers Choose Whether to Participate

The program relies on data from telematics systems already being used by participating carriers. Fleets authorize access through the platform, and participation is voluntary, with carriers maintaining control over the information they share.

CMT then analyzes the previous 90 days of driving and produces a carrier-level safety score that the company says has been validated against crash risk. Freight brokers can consider that score as part of their carrier-selection process.

For participating fleets, the same system creates a way to show brokers how their equipment is being operated now rather than relying exclusively on older safety records.

Driving Performance Could Become Part of Freight Decisions

The platform also introduces another potential business consideration for carriers because brokers can use the safety score when deciding who receives a load.

CMT says making recent driving performance visible during carrier selection could give fleets with stronger safety results another way to distinguish themselves when competing for freight. In practice, that means the everyday driving behavior captured by a fleet’s telematics system could become part of the information considered before a broker books the carrier.

The new service follows CMT’s January 2026 launch of DriveWell Fleet, a safety platform developed for commercial fleets and insurers. Freight Safety Intelligence extends that technology into the freight-broker selection process, connecting recent driving data with decisions about which carriers move individual loads.

The Federal Motor Carrier Safety Administration (FMCSA) has officially revoked three electronic logging devices (ELDs) from its registry, meaning carriers and drivers using them must make a switch.

According to the agency, the following devices are no longer compliant with FMCSA requirements:

TT ELD PT30 | Model Number: ARN752 | ELD Identifier: CZGS10 | Provider: TT ELD Inc

ELOG42 | Model Number: ERS | ELD Identifier: ERS156 | Provider: Leko Inc

RENAISSANCE ELD | Model Number: RNSSNC | ELD Identifier: RNS592 | Provider: Renaissance ELD

The decision took effect on September 4, 2025, after FMCSA determined these devices did not meet the agency’s minimum standards.

What drivers and carriers need to know

Motor carriers currently using any of the revoked devices have a 60-day grace period to transition to a compliant solution. That deadline falls on November 3, 2025.

In the meantime, FMCSA has provided clear instructions:

Stop using the revoked ELDs and switch temporarily to paper logs or logging software to record hours of service.

Install and begin using an approved ELD from FMCSA’s Registered Devices list before the November deadline.

Until November 3, enforcement officers have been asked to show flexibility. Instead of issuing citations for “No record of duty status” or “Failing to use a registered ELD,” they are expected to review hours-of-service information through paper logs, logging software, or by using the ELD display as a backup method.

However, once the November cutoff arrives, the rules tighten. Any carrier still operating with one of the revoked devices will be considered as operating without an ELD, and drivers may be placed out-of-service under the Commercial Vehicle Safety Alliance OOS criteria.

Possible reinstatement

FMCSA stated that if the providers resolve the issues with their devices, the products may be reinstated on the Registered Devices list. If that occurs, the industry will be notified.

For the latest details, including the full list of compliant devices, FMCSA directs carriers and drivers to its official website.

Significant changes are forthcoming to the Federal Motor Carrier Safety Administration’s (FMCSA) Compliance, Safety, Accountability (CSA) program, particularly its Safety Measurement System (SMS). The updates aim to improve how safety violations are categorized, scored, and addressed.

Here’s what you need to know to stay ahead of these upcoming changes and how they might impact your operations.

What’s Changing in the Safety Measurement System?

After years of evaluation, FMCSA is set to overhaul several key aspects of the SMS. Starting from 2023, the agency sought input from various stakeholders, including carriers, drivers, and law enforcement, to revamp its methodology. Now, these changes are on the horizon, and while the specifics won’t be implemented immediately, preparation is essential.

Goodbye to BASICs, Hello to Compliance Categories

The first notable change involves retiring the current seven Behavior Analysis and Safety Improvement Categories (BASICs). Instead, they’ll be replaced by six streamlined “Compliance Categories.” One significant adjustment involves folding Controlled Substances and Alcohol violations into the Unsafe Driving category, alongside all Out-of-Service (OOS) violations.

Vehicle Maintenance Gets a Driver-Specific Update

The Vehicle Maintenance category will also see specific changes. Violations that drivers should catch during pre-trip inspections will now be labeled as “Vehicle Maintenance: Driver Observed.” This list currently includes 858 potential inspection items, although the number may change before implementation. Download the list here.

FMCSA Compliance Division representative Wesley Russell explained, “Dividing those (violations) out does a better job increasing our understanding of what violations are occurring, and gives us a head start already on determining where to go look to determine if maybe there’s smaller things on quick checks that are not being found, or maybe it’s something bigger in the overall maintenance program.”

For drivers, the classification of a maintenance violation as “Driver Observed” can have direct implications. Such violations are likely to appear in the Pre-Employment Screening Program (PSP), making it more challenging for drivers who neglect pre-trip inspections to secure employment.

Changes to Violation Severity Points

Another significant adjustment involves the scoring system for violations. Under the current system, violations are weighted on a scale of 1–10. The new process simplifies this to just two levels:

Out-of-Service (OOS) violations and driver disqualification incidents will receive a “2.”

All other violations will receive a “1.”

Additionally, similar violations will be grouped into approximately 100 categories. For example, hours-of-service violations, such as 14-hour, 11-hour, rest break, and 70-hour rule violations, will fall under the same category. This means that only one point will be applied per inspection, even if multiple related violations are identified.

According to Russell, this change helps identify problem areas without penalizing carriers for multiple similar violations during one inspection.

When Will These Changes Take Effect?

FMCSA has not set a definitive date for the new system to go live. Several milestones, such as updating the CSA website and finalizing the methodology, still need to be addressed. For now, carriers and drivers will continue to use the existing system, and all current data in SMS will be transitioned to the new format once the changes are implemented.

Stakeholders can continue to monitor updates, including a prioritization preview, on the FMCSA’s official site here.

Staying Prepared for What’s Ahead

While initial plans included webinars in February and March 2025, these were canceled following January’s session. However, stakeholders can still access valuable resources and submit questions about the changes.
